Is there no "execute" permission that can be set (or not set) on mapped pages in sel4?
Depends on the platform. For ARM, we just recently added support for the XN bit. The tips of github master and experimental branches both have it.
If you need it for x86, that can probably be done fairly quickly after the Christmas break.
